FHA will reverse its existing policy of canceling MIP on loans when the outstanding principal balances reached 78 percent of the original balance. Because FHA remains obligated to insure 100 percent of the outstanding load balance for the life of the loan, homeowners will now be required to maintain principal payments over that period as well. FHA’s Office of Risk Management and Regulatory Affairs estimates that the MMI Fund has foregone billions of dollars in premium revenue on mortgages endorsed from 2010 through 2012 because of this automatic cancellation policy.
FHA will require lenders to manually underwrite loans for which borrowers have a decision credit score below 620 and a total debt-to-income (DTI) ratio greater than 43 percent. Lenders will be required to document compensating factors that support the underwriting decision to approve loans where these parameters are exceeded, using FHA manual underwriting and compensating factor guidelines.
FHA will propose an increase in the minimum down payments for jumbo loans from 3.5 to 5 percent. The proposal will be published in the Federal Register within the next few days.
-FHA will step up its enforcement efforts for FHA-approved lenders with regard to aggressive marketing to borrowers with the previous foreclosures. Borrowers are currently able to access FHA-insured financing no sooner than three years after they have experienced a foreclosure, but only if they have re-established good credit and qualify for an FHA loan in accordance with FHA’s fully documented underwriting requirements. It has come to FHA’s attention that a few lenders are inappropriately advertising and soliciting borrowers with the false pretense that they can somehow “automatically” qualify for an FHA-insured mortgage three years after their foreclosure. FHA will work with other federal agencies to address such false advertising by non-FHA-approved entities.
Finally, as discussed in its Annual Report to Congress, FHA is also committed to structuring a new housing initiative that would apply to a number of borrower classifications, including borrowers with previous foreclosures.
FHA will increase its annual mortgage insurance premium (MIP) for most new mortgages by 10 basis points or by 0.10 percent. FHA will increase premiums on jumbo mortgages ($625,500 or larger) by 5 basis points or 0.05 percent, to the maximum authorized annual mortgage insurance premium. These premium increases exclude certain streamline refinance transactions.

Sizable increases in home construction costs occurred in 2012 without a lot of fanfare. One of the reasons no one noticed was that the housing market was still cleaning up foreclosure inventory from 2007.
With the expected growth in new home construction and the $50 billion going into reconstruction in Hurricane Sandy’s aftermath, we are facing an inevitable sharp increase in building costs for 2013.

- Storm Gives a Jolt to Lumber Market
The extensive rebuilding that is expected in the wake of Sandy’s devastation is adding kindling to an already-hot market for lumber.
Western spruce-pine-fir expected to touch the US$500 in the next 2-3 years – compared to average annual price of US$180
US supply is expected to become overwhelmed in the next 5 yrs., allowing wood product prices to soar.
Insulation suppliers announced a 10% price increase. Gypsum suppliers announced a 20% prices increase. Steel pricing is up over 30% since early 2012 pricing.
Most home builders started the first week in January with a 3% to 5% increase in base prices. Some of the commodities making news for 2012: Lumber prices up 34%, asphalt (shingle) prices up 7%, gypsum (sheetrock) prices up 29%.
We are telling customers who are putting off purchasing a new home till 2014, that they may find themselves priced out of the home they had hoped for due to abrupt price increases and rising interest rates.

Modular Home Construction is simply Better and more Energy efficient than conventional site built homes
Modular homes are built using an assembly-line process that encourages a consistent high level of quality. Modular Homes are assembled within a climate controlled environment that does not expose construction materials to the elements. Conversely, a stick built home isn’t constructed within cookie-cutter guidelines that limit flexibility. An on-site contractor has the freedom to make last minute modifications, corrections and/or improvements that are not always offered to the modular home customer. It is this very flexibility and overall versatility of design and/or construction of a framed stick-built home that allows for a level of superiority above and beyond that of the alternative. Or so it’s said.
One positive argument concerning Modular construction is that it is almost always much more energy efficient. But this isn’t always a plus. Some manufactured homes are so “tight,” that they are sometimes too efficient. Modern modular homes can seal the indoors so effectively from the outdoors, that “fresh” airflow from the outside can be virtually eliminated. Indoor air quality can actually be a problem with some modular homes if airflow is not carefully managed. On the other hand, that’s a strange argument in favor of a relatively drafty stick-built.
